Most places determine wether you pay sales on a purchase by the billing address. This is easy to get around, if you have a friend in another state.

Get your friend to go to http://mymccard.com and look under the retailers and find where they can purchase a pre paid mastercard, most drug stores carry them. They are called green dot cards alot of places.

Send your friend some money, it costs $10 to get the card initially and like $4 to recharge it, and the minimum is $20 so send your friend like $35 dollars to cover sales tax. 

now he goes to mymccard.com and fills out a form then he has to call an 800 number and activate it.  Once activated on the phone they will give  your friend the actual mastercard number complete with security code and exp

then he gives you the card info. all you have to do at this point is go and buy a recharge card for how much you need and add it to the card by calling that 800 number. Make sure he gives you the password he setup for the account so you can recharge it.

If you have problems using your address as the shipping address have your friend call and add your address as a valid shipping address.

Why your friend shouldn't have a problem doing this.

1. it doesn't affect his credit rating, the card wont show up on a credit report unless he tells mymccard.com to do so.

2. you don't have to know his social to do this. only he does.
